How do you apply for jobs at industrial/petroleum plants?

We live outside of Houston and there are many, many plants oil / industrial. It is uncertain whether go to different plants and applies to the staff or if it should find an agency that deals with plants. Understanding out there for someone who needs to change careers?

The company then if they like you might get in the employment office or you it gives you go apply at job placement.
